Using an Azelaic Acid Cream 20% (Finacea /Skinoren) on damp skin - does it effectively neutralize or intensify this topical?

I suffer from Sebaceous Hyperplasia and, somewhat surprisingly, have had great results from using Skinoren twice a day. In an effort to make it more spreadable i.e., stretch my prescription a bit, I've been using a facial water spray just prior to applying the cream. This helps tremendously and I've had no reaction whatsoever. I know AHA''s are generally neutralized by water, while retinoids are intensified on wet skin. I can't seem to find any info for Azelaic Acid and its use on damp skin.
