There is no way to answer this question on the internet.  Everyone has different risk factors for compliations.  For example, if you have a history of blot clots and are a smoker, then birth control pills are high risk and retinoids and antibiotics are better.  Sometimes you need spironolactone to control hormonal acne.  Each patient is different.  Find a great board certified dermatologist who can spend the time with you to create an effective acne treatment protocol tailored to you.

There is no answer to this question as every patient's acne is unique and requires a customized treatment regimen.  There are side effects for each medication and everyone has different risk factors for side effects. The best thing you can do for yourself is to see a board-certified dermatologist who will help you effectively and safely treat your acne.
