If a plastic surgeon is Board Certified is it still necessary to ask if they have hospital privileges?

Not only should they be board-certified but they should be board certified specifically by the American Board of Plastic Surgery. Your surgeon should have hospital privileges in plastic surgery.

Red flags in plastic surgery

A doctor who is performing plastic surgery without hospital privileges is a big red flag. Either they aren't a real board certified plastic surgeon or maybe they have had problems making them lose privileges. If you have other top folks available I'd strongly consider them.
