Does internal scar tissue form after every inflammatory process?

I'm having a laser proceidure that is invasive and that is gonna result in edema and swelling for a couple of weeks. It happens to be that this area is naturally a bit depressed and it looks very ugly. I've read that after inflammation scar tissue forms... I heard that people were left with internal scar tissue in an area and it created some fullness there. Can scar tissue form there and give the area a little fullness? Just wondering cause it just seems logical. And is scar tissue permanent?
