 The bridge of the nose can be built up 3 to 4 mm which will also help de-rotate the a couple of millimeters. It's important to know how much cartilage is left on the inside of the nose for potential grafting purposes. 

lengthening and de-rotating  shortened/upturned noses after overly aggressive dorsal resection is possible but requires experience, judgement and meticulous technique.... the only limiting factor is non-permissive scarred skin which is unusual and results from multiple surgeries/complicationsyou probably will require at least spreader/septal extension grafting and a fixed columellar strut graft.... dorsal augmentation is often best achieved with a wrapped diced cartilage graftgood luck
