You have some upper eyelid crepiness. This comes from eyelid laxity, forehead laxity and the brow dropping a bit. This is common, but makes one look tired. Make up also becomes more difficult to apply to the upper eyelid and doesn't look as elegant. The laxity could be treated with a blepharoplasty, removal of eyelid tissue, and or laser resurfacing, removal of the top layer of skin. This would be best assessed during a full evaluation. Both the blepharoplasty and deeper laser require about one week down time for healing. If you are not interested in anything invasive you may consider the new ThermiSmooth or Thermage for eyes. These are radiofrequency devices that "heat" up the skin and secondarily tighten the skin. There is minimal discomfort and mild to moderate tightening of the skin. Often any of the mentioned treatments are coupled with Botox type injections (they can lift the eyelid tissue) and/or fillers in the brow area. The fillers could be done by a master level injector. In addition, I always recommend an eyecream. Some of my favorites include: Obagi, Skin Medica and Revision. This condition does not get better with time!! I would get one or two professional in person consultations as this is bothering you. Good luck.
