Why did filler only work in 1 eye? Will more filler cause damage? (Photo)

Two weeks ago I had Juvederm, 1/2ml under each eye, to reduce the dark circles. My right eye looks great by my left eye bruised really badly and then, when that had gone down, it returned to how it looked before I had the filler! I looked like I had 1 black eye so I went back and was given another 1ml under my left eye but it still looks the same. The nurse who did it said she has never seen it happen before, it was as if it had just disappeared! What is going on? Should I get more?
