They can certainly be done by different surgeons but logistics of that is often challenging.Board certified plastic surgeons are trained in both these procedures and the right plastic surgeon can perform these procedures for you at the same time.Seek out a board certified plastic surgeon to evaluate you and discuss your options and the specifics of your recovery.
It is extremely easy to perform these two procedures at the same time. It makes sense to do them together as you will save some money and only go through one recovery process. Labiaplasty is a fairly simple procedure that I usually do in my office under minimal anesthesia. Most well-trained plastic surgeons would feel comfortable doing these two procedures themselves without the need of bringing in an additional surgeon. That is your choice of course. I’ve done this before, the breast augmentation needs to be done first, then the patient has to be positioned into the lithotomy position for the labiaplasty. Yes, of course it is possible to have breast augmentation and labiaplasty under the same anesthetic, but why would you want two different surgeons?? Are you suggesting the surgeon good enough to open your breasts and re-design them is not worthy of doing the same upon your labia? Or vice-versa? My advice: Find a good plastic surgeon and engage several consultations.

Assuming you don't have any health problems, you should be able to go through both of'em relatively unfazed. In any case, your anesthesiologist will have the final say, so if they give you the green light, then you are ready to proceed.
You need to sit with your PS and run through the pros and cons of surgery and the timing of surgery and you need to discuss your intentions with the doctor that has treated your PE's and is advising you regarding your medications and whether you can or cannot stop the meds if you have a BBA
It should be fine, make sure the person doing your microblading uses a strict aseptic technique. If you get a skin infection then this could effect your breast implants.
