Thanks for your inquiry, it is hard to advise from your picture, but this may just be a skin issue like a pimple, please start with your primary care doctor, good luck. 

swift.    Hard to say without physical exam, but you should get checked out by a board-certified plastic surgeon as soon as possible, as a precaution. It might be something as simple as irritation area from clothing, but you should get it checked out. Best of luck.

It does appear to be superficial and unrelated to your implants.  I recommend following up with your dermatologist for treatment.
