A facelift works best for sagging tissue, jawline fullness, and loss of neck definition. If the neck cords are coming from platysma banding, those can often be improved at the same time with neck work as part of the procedure. That said, a facelift will not remove every fine wrinkle, since surface skin texture and etched-in lines are a separate issue. A lower blepharoplasty may also be worth considering if the lower lids are bothering you, but that decision should be made carefully based on how much skin laxity, puffiness, or hollowing is actually present on exam. So overall, I would say yes, a facelift could address several of the concerns you mentioned, particularly the jowls and neck cords. For wrinkles, you may still need skin-focused treatment in addition to surgery for the best overall result.
