It's unlikely that you have excess skin and your best bet would be to do liposuction. I usually add laser-assisted skin tightening but at your age, it would probably not matter. Young people with some bunching and a little excess fat usually get a nice result with liposuction alone.
The next step up if you later have some laxity that bothers you would be MyEllevate, which is a non- incision suture suspension necklift done through tiny punctures that allow release of the platysma and suspension of the neck skin and muscle up into the cervicomental angle with a permanent suture that enhances the jawline as well.

I would recommend a deep plane neck lift with superficial fat liposuction. This would best address the deep structures below the platysma muscle in the neck (these cannot be liposuctioned). The superficial liposuction of the fat immediately below the skin needs to be very conservative as this fat is critical to having smooth, shiny and normal looking skin. You need to find an American Board of Plastic Surgery certified surgeon; ideally, this surgeon has also completed an aesthetic fellowship accredited by the Aesthetic Society.

Based on these photos it is very likely that anterior neck lift would be good option for you. A small incision placed underneath the chin would allow for rearrangement of the platysma muscle ( platysmaplasty) and removal of superficial and deep fat. There is no need for skin excision. it appears you have some excess submental fat stores that would likely be very amendable to submental liposuction. In younger patients, liposuction is a great option as very few patients your age who have not undergone massive weight loss have little to no true skin excess of the neck and also have very healthy skin that will respond/contract well after liposuction. This procedure would allow for improved contour of the jawline and reduce this perceived skin laxity. It can be done under local anesthesia with minimal downtime and recovery.

You may have the best result from a combination of treatments. You could consider some liposuction in conjunction with Morpheus8. The liposuction would remove excess fatty tissue. The photos demonstrate two issues. You have a recessive chin profile because you're mandible bone just did not grow forward enough. Consider placement of a chin implant to augment the chin forward for better structural support for the soft tissues in the neck.
