You need to lose weight first before undergoing any cosmetic procedure to get the best outcome. For best results, it is recommended to be at your ideal or stable weight before getting a sculpting liposuction procedure. Liposuction is not a weight loss procedure, rather it is for sculpting and defining and removing problem areas that cannot be removed with weight loss and diet / exercise alone. A thigh lift is most useful when skin excess or laxity exists.  Fullness with taut skin usually responds well to liposuction.  Of course, skin laxity can also result from liposuction and necessitate a thigh lift.  I would recommend liposuction initially combined with weight loss and subsequent assessment for the need for thigh lift.

I recommend you do as you suggested. Focus on weight loss first! Once you reach your goal weight, look at your legs again. These pictures will help for comparison. Large volume liposuction can be done but you will be left with lots of extra skin that will then have to be excised. Consider the approach staged. The 2 surgeries will likely need to be separated by at least 6 months. You will likely pay $8-10,000 per surgery to see a modest improvement. Weight loss is a much better approach that surgical body contouring. Best wishes. 

I would continue to lose weight and consider  a staged procedure ie do a session or two of lipo and later down the rode maybe a surgical excision.

You would need to be down to a healthy weight and BMI before having a cosmetic procedure to insure a safe outcome. Also, being at a stable weight is key to ensure you don't gain weight back after surgery. Good luck!

You have enough bulk in your thighs that I doubt liposuction alone would help: the skin would hang due to emptying of the envelopes.  There is enough bulk that I would recommend a 2 stage approach: liposuction first to debulk the legs followed 6-12 weeks later by formal thigh lift.  This would offer you the best chance for a better contour.
Be sure to consult a surgeon certified by the American Board of Plastic Surgery who has a great deal of experience in this arena.
