CoolMini can be used in the area under your chin, if the jowls are located more on the lower cheek area you may be able to find a doctor to treat that area with Kybella (off label) Make sure that you consult with a doctor who has experience in these procedures. CoolSculpting cannot be used to treat jowls. The handpieces that work with the CoolSculpting machine are tailored for specific areas of the body. They would not fit the jobs.
