I think you will be an excellent candidate for a full tummy tuck and liposuction and possibly a fat transfer to the breasts.  I would advise you to see a series of ASPS board certified plastic surgeons for evaluation and discussion of your best treatment options and their prices.  A full tummy tuck would help tighten your abdominal muscles while removing excess skin and fat.  Depending on your desired breast appearance, fat grafting may be possible, but conside the need for lifting or implants depending on your desired size.  If it is possible, you should reach your goal weight before any surgery as it will maximize your outcomes and minimize risks.  Hope that this helps.

Thanks for the question.  In order to get an accurate quote, you really need an in person consultation.  Plastic Surgery is not something you can or should just call around to get a bunch of quotes.  The cheapest may not be the best...in fact you might end up spending more money in revisions and complications.  If you are serious about this, then go in for a consult with a plastic surgeon.  If you don't like them or think they are too expensive go see another and compare the two.  Chances are their prices will be pretty similar.  If not, this should raise a red flag.Good Luck
