Eyes appear increasingly more hooded - Would a bleph be sufficient? (Photos)

31 year old female, newly postpartum and breastfeeding. I asked here before if a temporal brow lift would correct my hooded eyes. Now I’m wondering if just a bleph would be sufficient as I read it can be done under local anesthesia where I am breastfeeding. I have found over the last 4 years my eyes have increasingly become more hooded where I look sad , tired and makeup doesn’t look right. I’m not sure if it’s my brow falling from my brow bone or if excess skin.…. Possibly a mixture of both. my right eye had a uveal melanoma which was treated with brachytherapy over a year ago which is why it looks retracted. That eye also seems to have more excess skin since the treatment. Any recommendations for a treatment plan from surgeons including lasers etc is greatly appreciated. I’m getting married May 2027 and want to look my best.
