Is it possible to remove an upper eyelid scar tether?

After developing an scar tether on the upper eyelid, is it possible to treat it conservatively with steroid injections to attempt to resolve it, or is a subcision more appropriate in treating it? Could this also be a cause for swelling near the area/around the eyelid because of the tether? This would be post treatment after a year of getting the upper eyelid surgery. the surgery site was above the lashline.
