You appear to have normal natural breast shape. However, I would recommend an in-person consultation with a Board Certified Plastic Surgeon if you would like to discuss options to change your breast size and shape. You would be an excellent candidate for breast augmentation if you choose to do so. An in-person consultation would allow the surgeon to thoroughly examine your breast tissue and shape and give recommendations to enhance the appearance of your breasts if desired. Best of luck!

for a breast augmentation.  The size, profile, and shape of the
implant is based on your desired breast size/shape, your chest wall
measurements, and soft tissue quality.  This decision should
be based on a detailed discussion with equal input from both you
and your surgeon.  This entire surgery
can be performed with a small incision technique.  Make sure you
specifically look at before and after pictures of real patients who have
had this surgery performed by your surgeon and evaluate their results.   The most important aspect is to find a
surgeon you are comfortable with. I recommend that you seek consultation with a
qualified board-certified plastic surgeon who can evaluate you in person.

your smaller breast (?right) is mildly tuberous and that affects its shape but also means that the lower pole in underdeveloped. with the right procedure (implants and correction of the tuberous breast) youll likely get a great result

First things first: your breasts are not ugly. Seriously. There may be things about them you would prefer to change, and that is fine, but please know that this is a choice rather than a necessity. You have normal small breasts.
Trying to see what you may dislike so much, it may be your breast size, it could perhaps be that the distance between your nipple and your breast crease is rather short (because you do not have a great deal of lower breast tissue), or it could be that your nipples are somewhat downward pointing rather than slightly upwards pointing. In your case the latter is not caused by droop as such, as your breasts are not in the least droopy, but again because there is simply little breast tissue below the nipple. All of these would be improved by breast augmentation using implants, and although the exact choice is thrashed out based on your aesthetic preferences and after a proper examination, in your case I would probably suggest teardrop implants below the muscle to give you a beautiful and natural-looking result. 
However, once again, please do stop considering your breasts ugly!

Your breasts look normal and are not ugly. Each individual has a slightly different body anatomy. You are still very young to consider surgery as an aesthetic option, but if you would opt for it, options such as Breast lift,  breast augmentation, and nipple correction seem best for you. However, you would need an in-person examination for your surgical options. The best course of action would be to schedule an appointment with a board certified plastic surgeon to find out if you are medically fit for surgery and have a discussion with all the options you have. 

A tuberous breast deformity usually consists of small cylindrical shaped breasts with large, out of proportion, areolas that can protrude (puffy).  The crease under the breast is high, the distance from the nipple to the inframammary crease is too short, making the breast appear "constricted".  The name arises because the breast resembles the shape of a tuber, an enlarged area of a root vegetable like a yam or sweet potato.
The surgical correction consists of:
Reducing the size of the areolaChanging the shape of the breast from cylindrical to round with implantsLowering the inframammary creaseReleasing the constricted band under the breastThe placement of the implant can be either over or under the muscle, depending on each individual and saline or silicone implants can be utilized.  It is an outpatient procedure and the recovery is similar to a breast augmentation.  Always, Always, Always see a Board Certified Plastic Surgeon with experience in tubular breast deformities to assure the best possible result.
Based on the photographs submitted, the left breast is larger than the right.  The inframammry crease is high on both breasts and the breasts are "pointy".  There is a wide cleavage gap and a lack of upper pole fullness.  A concentric or donut mastopexy with asymmetric subpectoral implants should fix the problem.
