I’m 27 and have a little bit of a turkey neck. What would be the best procedure to get done?

I don’t know if this is just extra skin or fat but no matter what my weight is it’s always the same. Feel like it could be genetic cause my parents have it. This is something I’ve always been insecure about and would love to fix without doing anything invasive or breaking the bank!
