I have a "turtle" kind of neck. My jawline and chin seem to be connected which is making my jawline undefined. (Photo)

I have a quite small face; so whenever I put on some weight my face get affected and I get the double chin. Even when I lose weight which I really hate my jawline is still not defined. I am only 23 years old and my height is 156 cm and my weight is 48 - 49 kgs. Losing weight is not an option for me because I will look too skinny if I do lost weight - so, I want a solution to this problem. Is it liposuction only? Or as well as necklift? What is the case here?
