You may want to consider liposuction for the lower abdomen region.  If you skin elasticity is also compromised from over stretching with weight gain, then a mini-tummy tuck may also be in order.  One non-invasive approach you can try first is Coolsculpting in this region.  You may need one or two treatments to notice the reduction.  If after this, you have more skin laxity than you desire, then the mini-tummy tuck would be the right option.  Otherwise, if the Coolsculpting procedure gets you what you are looking for, then your done.

From the photograph the information is to limited for a specific opinion. However does look like there is an area prominence. If you pinch the skin and there's more than an inch between you two fingers in the area in question you may very well be an excellent candidate for liposuction.

After your weight loss you still have some fatty deposit in your lower abdomen.  Liposuction will probably help contour this area.  If there is additional loose skin you may need a lower abdominoplasty later. Please see a board certified plastic surgeon fro evaluation.
