Yes scar tissue will be present, but this is usually not a problem.  This is a delicate area, so great care must be taken to do the original surgery, and more so for a revision.  Despite this, the operation can ususlly be done with little problem.

Not sure what kind of doctor you went to; however, here in New York some how or other we are able to do upper lids more than once. As you age you will get excess skin and it can be re done - maybe the doctors think you have unrealistic expectations and dont want to operate on you.
