The eye area needs significant combinations to get improvement. Lasers like erbium, co2, halo, profractional/contour, or Fraxel can all be used to build collagen long term. Plasma pen is a newer less invasive option but will take many treatments and require proper skincare. The upper cheek region is a major support for the infraorbital (under-eye) region. Loss support due to loss of volume there can lead to the development of tear troughs, hollows, lines and crinkles. From the photo it appears you may be a candidate for a lower blepharoplasty. This would remove excess skin and give a smoother appearance to the under eye. Fat transfer or filler may be indicated.
