I’m Indian with olive skin. I have tried fillers, fat transfer, you name it. The doctors said lasers might not be a suitable option as Picosure would show little improvement and co2 might cause hyperpigmentation. I’m considering getting them tattooed because I have tried every Single. Cream. Please offer suggestions. Should I go ahead with the tattoo? It’s the only thing that looks promising.

The reason why you are getting the wrinkles under your eyes is the orbicularis muscle. You won't be able to eliminate them completely, but thoughtful botox and laser resurfacing can certainly improve them. This is a delicate area and I recommend seeing an eyelid expert.
