I've had these under-eye skin folds my whole life, as well as swollen eyelids and along my eyebrows (from time to time). The under eye folds used to be noticeable at times then others, but in the last 3 years they have magnified exponentially. I have tried switching eye makeup brands, h-acid,moisturizers, several allergy medications..this past year they've just ballooned and begun branching off more. Are there any options besides botox that would offer decent results (surgical too)?

The reason why you are getting the wrinkles under your eyes is the orbicularis muscle. You won't be able to eliminate them completely, but thoughtful botox and laser resurfacing can certainly improve them. This is a delicate area and I recommend seeing an eyelid expert.
