In general we do not recommend cosmetic or elective procedures to be done during pregnancy or breast feeding because there have not been studies on its safety. However PRP is very safe and is done with your own tissues.

There are a lot of different types of numbing creams that are used and any chemical that that you're absorbing thru your skin has the possibility of getting passed on to your infant thru your breast milk.
