It's not required, but it is generally recommended for males, especially if they are younger. Finasteride does a good job of preventing shock loss following a transplant surgery. Otherwise it's likely you'll lose a significant amount of your remaining natural hair.

It can take 6 to 12 months after surgery to see results.  If you are concerned it is best to contact your doctor.  You will not likely see growth after 2 months.
