My breasts grow downwards - what is the best option? (photos)

I am 20 year old, never had children or fluctuated in weight. My breasts don't sag, they have been growing downwards ever since puberty. I have no excess skin. What are my options? -I want to keep the volume I currently have (E/F cup) -I don't want implants -Would it be possible to just lift my nipples?
