This is sometimes call an upper bodylift or a bra lift.    There are several options including bra roll excision, bra line back lift, axillary lift, etc.  depending upon degree of laxity.

Excess skin that hangs over the bra can certainly be removed surgically. This isn't technically part of a breast lift, but can certainly be done at the same time. I would recommend scheduling a consultation with a board-certified Plastic Surgeon in your area.

Some of the anterior portion of the skin excess can be addressed at the same time as a breast lift (mastopexy). However, if you are not having a breast procedure, a bra line back lift can be done (or in combination with a breast procedure) to eliminate excess skin from the lateral upper chest and around to the back. best advice you can receive is from an in-person consultation.  This area of excess tissue and skin can be excised as part of your breast lift.   Make sure you specifically look
at before and after pictures of real patients who have had this surgery
performed by your surgeon and evaluate their results.   The most
important aspect is to find a surgeon you are comfortable with. I recommend
that you seek consultation with a qualified board-certified plastic surgeon who
can evaluate you in person.

Congratulations on your weight loss!  Some of this excess skin can be addressed during a breast lift.  That which can't may be addressed in a bra line lift.  A visit to a board certified plastic surgeon in your area for a consultation will provide the most accurate advice.  An examination will reveal how much skin needs to be addressed and options for doing so.

Congratulations on your weight loss! Your area of concern can be improved with a modified, extended breast lift or an extended arm lift although the latter option results in a more visible scar. An incision limited to the arm pit may not be able to correct the rolls as well as the other options. An examination is required to determine which option is best for you along with the other mommy makeover surgeries.  

Liposuction alone cannot correct the overhang of tissue that your photos show.  It is necessary to remove the excess skin and fat with a Bra Line Lift, which can also help any folds in the upper back.  The scar hides very nicely under the bra line.  This additional procedure can be done at the same time as a breast lift operation, and the scars join together in the axillary region.  For some patients it is necessary to take out axillary tissue in a vertical direction to get complete correction.
