Sagging sides 9 years after neck lift surgery. Is this fixable? (Photo)

I had a neck lift surgery in 2015. It was healing with sagging sides and so the dr did a second operation. It’s been bad since then but 9 years later and it is really bad and embarrassing. Is this fixable?
