I would suggest either a moderately invasive technique, such as FaceTite or other skin tightening devices, or a neck lift. The neck lift will be more reliable but will certainly entail more in terms of cost and down time. Given you age, your skin is likely to contract well with a moderately invasive procedure, however only an in person physical exam will be able to tell whether or not your skin is of appropriate quality for this.

There is a moderate amount of fullness along the jawline and, more significantly, under the chin. Part of the volume under the chin is hereditary and not related to aging, but it becomes more noticeable as the texture of the skin changes.

There are a spectrum of options available for you for neck contouring, depending on tissue quality and if any prior procedures have been performed to the area. I think the most impactful procedure would be a necklift. The necklift would take care of the extra fat, loose muscles/bands and loose skin. There are technologies to treat loose skin or excess fat if you want to take a more conservative approach.
