Thank you for your question and photos. You do have a significant degree of ptosis or droop to the breasts. This would require an uplift procedure to move the breast tissue and areolar up. This can provide a better shape to the breast without the need for implants.
If you are happy with the size at the moment then a lift alone is a good option. You could consider this alongside fat transfer or augmentation if you wish to achieve increased volume especially in the upper pole.
If your are happy with your breast size then breast lift alone will alleviate your concerns. I will recommend small reduction on the left side to get better breast symmetry. If you desire increasing the size of your breasts then I will recommend augmentation mastopexy.

Breast hypoplasia is subjective description, meaning that the breast is small. You have breast asymmetry and ptosis (droopiness). You may have some degree of lower pole constriction if you have always been troubled by ptosis, but this would not be considered tuberous deformity.
