Can I get lipo/TummyTuck/panniculectomy like this or do I have to lose more weight? (Photos)

Typically, elective cosmetic surgery is done on patients with a BMI of 30 or less. Also, prospective patients should be at their goal weight for at least 6 months before surgery is performed on bariatric patients. For health and safety reasons, best to be at a BMI less than 30 or within 10 pounds of your goal weight and stable at that weight for 6 months prior to surgery for optimal results.

You can certainly consider having surgery now.  You could also consider losing weight.  The best time to have the surgery is when you've reached a weight that you think you will maintain in the long term.  There's no use crash-dieting before surgery, just to gain 20 lbs afterwards.

You could be a surgical candidate but your overall health needs to be evaluated as well as why you are on Prednisone. Depending on those answers and whether you have been at a stable weight, you could be a candidate for a few different procedures.A tummy tuck and back liposuction would give good results, but you may still have the rolls that are bothering you. They may need to be removed surgically. Schedule a consultation with a board certified plastic surgeon and discuss your options.

photograph, you may be a candidate for a tummy tuck with liposuction of your flanks and back.  This can be done through a low incision, all completely below the bikini line. 
The belly button can be designed to look natural and have no scars on
the exterior.  
Make sure you specifically look at before and after pictures of
real patients who have had this surgery performed by your surgeon and evaluate
their results.  The most important aspect is to find a surgeon you are
comfortable with. I recommend that you seek consultation with a qualified
board-certified plastic surgeon who can evaluate you in person.

The dose and indication for the prednisone is important to recommending elective surgery. Your issue appears to be largely due to skin excess. Surgery to remove the extra skin will be the biggest step in accomplishing your goals. Losing to a realistic optimal weight will always be helpful in accomplishing  maximal improvement. You may be pleased with the result with the skin excision alone. It all depends upon your expectations.

The main issue for you is the prednisone. Why are you on this?  This can impact wound healing.  Best to get more information. But from your photos, you look like a good candidate for a lower body lift.
