How can I get rid of this "frog neck"? Not a fat issue (Photo)

I have already used kybella up to a point that the doctor refused to do any further, saying there is no more fat to be removed. Some time later I lowered my body fat percentage (it is 11% right now, very good) and it still did not get rid of the "frog neck". What causes this and how can I correct it? P.s.: pictures 1, 2 and 3 are real unedited, first a normal, relaxed one, 2 and 3 with me pushing it upwards, and 4 has been edited to remove the frog neck.
