Thank you for your history and your pictures. Since you had Lipo 360 performed twice, most of your back fat has been removed. You were left with excess back skin. The only way to get rid of excess back skin is with the removal of the removal of back skin with a back lift or Torsoplasty. Basically, there are two ways to perform a back lift. The only way to effectively treat these areas is with skin excision. After removing the excess subcutaneous tissue you have excess skin remaining. Because of this, skin excision is the only way to improve your contour. This will leave a scar across your back in the "bra line," however the contour of your back will be greatly improved.

You need an upper body lift/bra line lift to remove extra skin in the upper mid back and underarm areas.

Back rolls are the result of your genetics to develop saggy skin, even though you are very young, your high BMI which is not helping much with the residual fat. So it will be mandatory to lose some weight, get a thorough liposuction and the combination with Back lift.
No liposuction as single procedure will eliminate the saggy back rolls and no energy will tighten that saggy skin.

Although photos can be helpful, I recommend an in person consultation with two or board experienced board certified plastic surgeons. An in person exam will be best for really determining if there is excess fat or skin or combination of both present.

From your photos it appears your contours are caused from excess fat and skin. It is unlikely that further liposuction will improve the contours that concern you. Removing excess skin in the form of a bra line lift should help.

Great posted photos.... You have a few issues: 1. Excess skin causing the wave effect; 2. Fibrosis from previous 2 lipos with residual fat stores; 3. Your genetics of skin back rolls? Best to virtual consult with but very hard to offer exact improvement. Back Lift in stages might offer the outcomes you are looking for BUT the multiple scars are an issue.

It seems like liposuction was conducted poorly or your back area is more prone to hold onto fat cells than the other parts of your body. You can solve this problem by finding a very trustable doctor. The first thing to do is proper liposuction. Then the access skin can be removed with a back lift. This will give you a permanent solution and hopefully, you won't have to think about your back again.
