Best procedure options to address back fat/bra area? (photos)

You have experienced already poor results with just liposuction pricedures because your problem is not excess of fat. You issue is excess of skin. So no matter how much fat you get remove, or using energies to try to tighten skin, that will never happen.
At your age, the quality of tissues and degree of saggy skin on your back and lateral torso (sides of breast) your only option is to do a UPPER BODY LIFT almost 360 incision, which will include a Back lift and lateral torsoplasty in order to remove the saggy skin on the back and lateral torso and finally achieve a smooth upper body.
You will not see the skin spilling over the brassiere or bikini top anymore. The scar will be hidden under your brassiere.

it is hard to tell for sure without an examination. Based on your photos, it looks like you would need back lift. If you are considering surgery, I would suggest you consult a board-certified plastic surgeon. Only after a thorough examination, you will get more information and recommendations.

You need something to tighten the loose skin. You can do something like ThermiTight which uses radiofrequency or heat with tiny incisions or go for the long scar. More liposuction will not tighten the skin.

As you have tried liposuction twice along with skin tightening, the option left for further improvement would be the bra line lift. This would remove the excess skin that is responsible for the contour that concerns you. Further liposuction is unlikely to give you significant improvement.

Based on your photos and your history of liposuction twice and renuvion, I would anticipate that there will be more scar tissue and loose skin on your back area than fatty tissue. In my experience, I do not think you would benefit from liposuction again to fix this for that reason. BBL will not address the loose skin and rolls on your back either. You would likely benefit mostly from what is known as a back lift. While the scar would be long, it will remove the loose skin and help achieve the flat back you are looking for. The scar is often hidden in the braline and would not be noticeable with clothing! I hope this helps answer your question.

After two rounds of liposuction what’s left is skin laxity. This comes from any history of weight fluctuations and age which causes a lot of skin elasticity resulting in skin laxity.
Renuvion doesn’t deliver skin tightening the way it’s advertised. In fact when I used to device I didn’t see any skin tightening on any of my patients and neither did they.
I do not recommend a BBL in your case. It’ll simply make your bottom proportionately too large.
It is important that when doing Liposuction the entire torso gets treated so they were no untreated areas left. This includes going higher up on the back and treating the under armor areas all the way to the side of the breast.
Slimming your arms would look good to give you an more overall slim appearance but weight loss can help as well.
There is no treatment other than surgical excision to help with skin laxity.
To help clearly differentiate fat versus skin I recommend patients put the skin under tension while examining and looking. On the back you can do this by stretching one arm over your head putting the back under tension while someone else takes a picture or you can use the timer on your camera. You can also reach around with your other arm and pinch the skin on your back or simply push against the skin until you feel the underlying muscle wall to assess the thickness of your fat layer.
What the skin under tension you probably find that you’re fat layer is extremely thin and there is no more fat to remove. As you put your arm down the skin drops and creates a fold that certain parts of your tour so when you have connective tissue attachments of your skin to the muscle fascia. Typically there is a row of this connective tissue in the mid back creating the back bra role skinfold.
It’s difficult to tell from pictures if your previous procedures were done thoroughly and completely but after having two rounds of liposuction it’s hard to imagine any potential improvement from more of the same.
