It is difficult to see the incision line around your belly button to know what may be taking place, but if your surgeon feels that your belly button is infected, this often requires a course of antibiotics and local wound care. This can involve simply applying a clean gauze to the belly button to keep things dry, placement of an antibiotic ointment, or occasionally wound packing. Your surgeon is in the best position to help you heal, and I would recommend you keep an open line of communication with them about changes in the appearance of your belly button so that they can make the appropriate care recommendations.
it could already be healed. If there are still raw spots and draining areas, I would continue with petroleum jelly products such as Aqua-phor, Vaseline, CU-3 ointments etc and avoid antibiotics as your skin appears irritated and could benefit from avoiding antibiotics.

Dear LAGirl- the umbilicus wound sometimes can take a few weeks to completely heal. In the mean time it may drain some fluid. Follow your PS's instruction. It appears it is healing.
