Is there any help to treat my malar bags and festoons?

This issue is difficult to treat.  Some mild malar bags can be improved with filler.  Sometimes patients find improvement with lasers.  I encourage you to meet with someone experienced in treating these to discuss which options may be best for you.

Malar mounds can be difficult to treat.  They often fluctuate during the day and worsen with a high salt diet.  Fillers can be used in some cases very superficially to camouflage the depression.  However, you should seek a facial plastic surgeon who is familiar with correcting this problem, as injection into the wrong area can make the problem worse.  If you have already had fillers placed and it has made it worse, you may benefit from injections of hyaluronidase into the malar mound and surrounding area.  All hyaluronic acid fillers attract water, so placing fillers near the malar mound can sometimes draw water into the malar mound, making it appear worse.  

It would be very difficult to give you good advice based on these photos. It looks that your problem is related to tear trough deformity which can be corrected with transconjuctival blepharoplasty. Incision is placed inside your eyelid and no skin removal is needed. addition of small amount of fat grafts may be considered. In person evaluation would help to give you more accurate assessment and plan of treatment.
