Why did I get under eye bags after upper eyelid surgery?

I had upper eyelid surgery about 1 month ago. I never had under eye bags but a couple days after surgery they started to appear. I thought it would have gone away by now. Some days are worse than others. I am so upset after going through this to now have my undereyes look bad. Is this permanent?
