The problem is not that I have puffy eyes, eye bags or loose skin. However, I often have dark blue or purple coloring under my eyes making me look tired. Would this procedure also help in this case?

Yes, you do have some dark pigment, but a combination of lower lid fat removal plus fat injection into the tear troughs should make a nice improvement.
