Lower blepharoplasty - would it help with excess under eye skin? (Photo)

A 43 year old female with a lot of excess skin under eyes. Previous CO2 laser surgery in 2020 has, I feel, made the area worse. One professional has said they don’t think they can achieve what I want and therefore wouldn’t undertake the work. I suppose I want to know if it’s worth pursuing to try and get even a small improvement?
