Early 30's - Am I a candidate for an upper bleph surgery? (Photo)

Hello, Based on my photo, am I a candidate for an upper bleph surgery? I’m in my early 30s and am already considering fat graphs to my under eyes. My brow bone is pretty low and forward. I’ve had a prior brow lift a decade ago that did very little change.
