I am considering have my small size chin implant removed, but worry about loose skins after removal. Is there any surgical procedure to help tighten the loose skin?

The size and length of time since the surgery have an impact on the amount of skin laxity following removal. If you place a larger implant or undergo a sliding genioplasty then there should be no laxity. If you elect to simply have the implant removed, there could be some skin laxity and sagging.
