I will be honest with you: one photograph of one eye is not enough to tell you reliably what is going on, and I would not want to point you towards a procedure on that basis. A tired look on one side usually comes down to one of a few things, a little more upper-lid skin or hooding, slight lower-lid puffiness or hollowing, a small difference in brow height, or a subtle droop of the lid itself. These are treated in very different ways, and some asymmetry between the two sides is extremely common and normal. The useful next step is an in-person assessment where the eyelids are examined at rest and moving, and the two sides compared properly. If you have one, bring a relaxed, well-lit photo of yourself from a few years ago, as that often shows what has actually changed. Once the cause is clear, the treatment is usually straightforward and conservative. Best of luck
