What could be done to fix asymmetrical eyelids? (Photos)

I got a lower blepharoplasty done 3 years ago. One eye is super puffy. I really want to do treatments or surgery to get as symmetrical as possible. I saw one surgeon and he said the issues are so minor he doesn’t recommend surgery. He said there was fluid and possible scar tissue. He gave some eyedrops and some eye wipes & told me to do warm compress but I’ve seen zero difference. What are my options? Steroid shot? Laser? Microneedling? If surgery is possible please let me know. I also have slight retraction.

Yes. If you have not already done this, I would start by seeing a provider who can test you for thyroid eye disease as this can be a somewhat common cause for bulging eyes. Proptosis just means they are bulging. Exophthalmos is essentially the same thing in the setting of underlying disease...
