Is lower bleph the best option for under eye bags, based on surgeons recommendation? (Photos)

Very stuck between fillers, fat grafting, blep, implants, etc. I had a virtual consultation with a surgeon In Toronto and they recommended a lower bleph. I starches 2 sets of photos, one at higher body fat, and one at a lower. At a higher bf, I don’t see much of a negative orbital vector, but as my weight decreases and the fat shrinks, it becomes more apparent. I feel like a lower blep is counterproductive because I think I lack volume in that area.
