You will probably find the best result from a combination of treatments.  In addition to microneedling you should consider lasers and/or chemical peels.  Some patients also find benefit from the conservative use of fillers.  See an experienced plastic surgeon in your area for an evaluation of what would be best for you.

Festoons are complicated issues.  What I can tell you is that microdneedle is not likely to cause harm but it is also not likely to provide the help you need.  Deeper treatment, hyaluronic acid fillers, or surgery are generally needed.  So much depends on the nature of your festoons.
