Hello, it does appear that you have an isolated fat pocket in an area of the neck that stands out since the surrounding areas are flat. You also have good skin quality just based on your age. As long as there is excess fat to remove, liposuction is the most effective treatment. It's very important to find a surgeon who is passionate about and experienced with this area of the body. We perform this procedure in the office under local anesthesia. Precision Sculpt chin, neck, and jawline liposculpting is achieved through three tiny skin openings. Numbing medication is gently and evenly infused into the excess fat. A laser is passed through the unwanted fat and then it is removed using 3 mm and smaller cannulas. There may be an impression of fat accumulation in the chin area depending on the position of the head and neck, whether there is fat or not. The situation is the same in your case. In the photos taken from below, a small amount of fat accumulation in the submental area is visible. There is no need for any surgical treatment for this. You might consider a HIFU treatment.
