It is likely a bone cyst or inclusion cyst. See an oculoplastic or facial plastic surgeon for evlauation and its removal.

Dermoid cysts, epidermal inclusion cysts, and other growths can arise in the area around the brow.  Seek consultation with a board certified facial plastic surgeon, general plastic surgeon, or occuloplastic surgeon to evaluate it and recommend the approach for removal.  In some cases, a direct approach with an incision over the mass may be preferable, and in other cases it may be better to use a blepharoplasty incision which will hide the scar.Best Wishes

It is not clear from the picture what exactly it is. But it can be removed from an upper eyelid crease incision.

I suggest a consultation with an oculoplastic or facial plastic surgeon to evaluate and discuss treatment options. This can usually be excised with the incision hidden below the eyebrow.
