It is possible to elevate the eyelid on the side of the bell's palsy with a simple procedure called a ptosis repair. However, I would wait at least six months to a year after your bell's palsy to make sure it does not resolve on its own. The other eyelid appears slightly droopy as well and you may wish to correct both eyelids. Good luck in your area.
You would need a physical exam to determine which muscles were affected. Treatment may include a Endoscopic Brow Lift, Muscle transfer, placement of a gold weight in an eyelid that is unable to close and blepharoplasty which includes removal of excess eyelid skin. Bell's Palsy causes drooping of the brow, the lower lid, and the mid- and lower facial structures. Often the lids do not close completely causing dry eye symptoms. It also appears that both upper eyelids have ptosis, a separate issue - most likely detachment of the levator muscle. I would recommend seeing an Oculoplastic surgeon to review the options to improve the eyelid and brow positions. Best wishes.
