Using topical alopecia treatments on eyebrows and developed reticulated eyelid skin pattern - is this normal? (photos)

Due to alopecia, I have been applying topical tacrolimus 0.3%, finasteride 0.5%, minoxidil 5% and Latisse to both eyebrows daily for a couple of months. I have developed numerous broken blood vessels around the eyebrows and upper eyelids, and noticed this reticulated pattern of the eyelid skin. The skin is smooth. I am unsure if this has always been present or is new. Is it normal or a possible side effect to a medication?
